Kajiado Deputy Governor Raises Alarm Over Threat to Devolution

Kajiado Deputy Governor, Martin Moshisho, has expressed grave concerns about the future of devolution in Kenya, asserting that the system is under significant threat. Speaking at a county event on Monday, Moshisho pointed to the increasing centralization of powers by the national government, which he believes undermines the autonomy and effectiveness of county governments.

Moshisho highlighted that the spirit of devolution, enshrined in the 2010 Constitution, was to bring governance closer to the people, allowing for localized decision-making and resource allocation. However, he argued that recent actions by the national government are eroding this fundamental principle. “Devolution is the backbone of equitable development in our counties. Any attempt to weaken it is an attempt to reverse the gains we have made in the last decade,” Moshisho stated.

One of the key issues raised by the eputy Governor is the delayed disbursement of funds to county governments. He noted that these delays have crippled essential services, particularly in critical sectors such as health, education, and infrastructure development. According to Moshisho, counties are forced to halt projects and cut down on essential services, leaving residents vulnerable and dissatisfied.

Moshisho also criticized what he described as the “overreach” of the national government into matters that should be the preserve of county administrations. He cited recent legislative proposals and policies that, if implemented, would see a significant reduction in the powers of county governments. “We are seeing a worrying trend where the national government is encroaching on functions that are constitutionally devolved. This is a direct threat to the progress we have made in empowering local communities,” he remarked.

The Deputy Governor called on all stakeholders, including fellow county leaders, civil society organizations, and the public, to stand firm in defending devolution. He urged the Council of Governors to be vigilant and proactive in addressing these challenges, warning that failure to do so could lead to the unraveling of devolution altogether.

Moshisho’s statements have sparked a broader conversation about the future of devolution in Kenya, with many echoing his concerns. As the debate continues, all eyes will be on the national government and its response to these growing apprehensions.
